The revised and updated 2008-2009 edition of "The Whole Act" contains all the new statutory provisions enacted recently; the provisions that amended any section of the INA are incorporated in the INA text itself, and those that stand apart but are considered significant or important enough for the immigration bar are included as Appendices. BOOK OUTLINE

Annotations:
Many provisions in the INA make references to other INA sections or to various other statutory provisions or USC titles. These references often cause inconveniences on the one hand and aggravation or frustration on the other, for the reader will frequently find it impossible to derive some intended meaning of the INA text without reading any referenced provision and tying it to the INA text. Now, this task is made fairly instant by including annotations throughout the text. Of course, the annotation material is merely intended to provide a gist or a succinct summary of the referenced provision. By its nature, it is not and cannot be expected to be a full reproduction of the referenced provision. In order to keep the bulk of the book manageable, we have not annotated any provision if the same provision was already annotated earlier and may be found in close vicinity-just 2 or 3 pages up or down, or if, in our judgment, it would not serve any useful purpose. However, such omissions are assuredly few and far between.

Digests of U.S. Supreme Court Decisions:
Frequently busy immigration lawyers find it useful, occasionally even necessary, to have a relevant U.S. Supreme Court decision on a topic of immediate interest. To try to dig through a source to find a relevant decision obviously takes a long time, and even then to read the entire decision to determine whether or not one would cite it in a legal brief or memorandum, is indeed a time-consuming task. To make the professional life of members of the immigration bar relatively easy and smooth, brief digests or holdings of all relevant U.S. Supreme Court decisions since 1952 have been incorporated and placed each one under appropriate INA provisions, in the new edition. Furthermore, a number of Supreme Court rulings could not be properly placed under any particular INA provision. They are therefore added as a separate segment in this edition and can be found as "Non-INA-Related U.S. Supreme Court Decisions," which covers as many as 27 topics, and incorporates all such decisions under each relevant topic. And, finally, to make its usefulness more comprehensive, a separate Index to all Supreme Court Decisions is added at the end.
